Born in a small village in Neighpon he was brought to Canterlot after several dangerous magic outbreaks. The training at the school helped him to hone his skills to prevent similar outbreaks.
He founded, or rather, because of him a small department was founded to study his special talent. Not everypony has all of the future, and all of the possibilities of the future pouring into their mind. Because of this he rarely notices what is going on around him, not able to sort it out from all of the future possibilities he sees. Recently he has been allowed to roam parts of Equestria, as his visions only pertain to the place he is currently residing. However he is not permitted to do this alone.
Example RP segment: (Refer to post below)
It is pouring rain outside. Your OC spots the light of a tavern up ahead. The tavern is filled with ponies that your OC doesn't know. Given your OC’s personality, compose a brief narrative in which your OC identifies and addresses the situation.
“Sir, please!, You and I will catch our deaths in this, then what will the department say!” A Unicorn mare was making attempt to physically pull the young stallion toward the in.
He however was content to stare vaguely up at the rain. “It could end soon, or go on for days, its undecided yet, if we stay out we could get sick, or not.” He muttered walking to stand under a tree with thick enough branches to block out most of the rain.
“If we stand here it favors us not becoming ill.” He replied, blankly looking to his companion.
“And if we go to the Tavern down there We won’t get sick!” She grumbled, sitting under the tree next to him.
“True, but worse things will happen at the tavern, I will take the chance at a cold.” His eyes went back at the sky, watching the drops fall.
Sighing she knew defeat when She saw it she ruffled threw her saddle bag “Shall I get out the tent and blankets then?”
“No need its decided.” The mare looked up at the sky with him, as the fat raindrops slowly stopped and the weather pegisi started to usher the clouds away.
