Personality: Hard working yet extremely silly and absent minded at times.
Likes: Pegasi, elders, dreaming, the weather, cloud gazing, aerodynamics
Dislikes: Being told to give up, falling, slackers, gravity, failed plans, the ground
History: Charmer was born in Ponyville, her mother was a unicorn who studied astronomy and her father was a pegasus weather pony. Because of her father, Rain was always fascinated by pegasi ever since she was a filly, resorting to her trying everything she could to prove that unicorns may fly someday, and maybe impress her father someday. Unfortunately, because she was so focused of learning to fly, her grades tanked in school and ended up as a drop-out, despite her good grades on aerodynamics. Since you don't get bits by just falling on your face all day, she took up the job as a caretaker at The Ponyville Retirement Village, from her love of old ponies that originated also from when she was a filly. Most of the other foals didn't relate to her need to learn how to fly, so most of them kept away or didn't care for her. She didn't care what they thought, but it got a little lonely. So eager for attention, she found that the elders of Ponyville had more liking to her idea of flying. She earned her cutie mark that day, because it was then she realized that she would dedicate her life to learn how to fly despite her lack of wings, no matter what anypony would say. The rain drops didn't just represent her love of pegasi, it also represented the sweat and tears she would would have to go through 

Example RP segment: Rain was ready. She stood on the roof of her own house, imagining wings. A long breath was followed by her leaping out into the air....only to fall on her back.

Mmm, it's certainly improving. Maybe add some more likes/dislikes and make the rp segment longer. Oh, and could you explain how she got her cutie mark? please and thank you fair mare or stallion
