Rules Updated

There has been plenty of discussion lately regarding the rules of the site. Plenty of good suggestions and opinions were shared, and lots of matters were discussed.

The moderators and admins have discussed the matter, and the admins (current and old) have debated matters privately to ensure the best outcome has been decided.

The main updates are as follows:
- Non-standard OCs listed
- Changes to applying Grimdark themes to characters
- Clarification of approval & re-approval of characters
