And you need to make an OC following this template https://mlp-fim-oc-rp.rpg-board.net/t2-pony-creation-template copy it and make a new topic here https://mlp-fim-oc-rp.rpg-board.net/f4-submitted-creations paste it inside this topic and fill it out. Then wait for a mod/admin to approve it.
(A little tip: before you fill it out take a look at a few other applications in this category to see how it works. it really helps)

Admins have red-colored names and moderators have orange ones, feel free to PM any of us if you have any questions about how to make your character app, etc.! And once you get your application up I'll be happy to approve it for you :)

Also, I will be locking this thread until you have an approved character, then you can come back to this and start roleplaying! But I'm afraid you can't have a roleplay that includes a canon character from the show, this is an OC only site! Sorry about that :/
